GCSE Grades Explained: What the 9-1 Scale Really Means for Parents

Every August I get the same message from parents, often word for word: "He's got a 5 and a 6 — is that good?" It's a fair question, and the honest reason it's confusing is that the goalposts moved. If you sat your own GCSEs, you were graded A* to G. Your child is graded 9 to 1. The two systems don't line up neatly, the language around them ('standard pass', 'strong pass') isn't always used consistently, and the numbers can feel oddly abstract.

So here is the plain-English version, from someone who works with GCSE families across Oxford every year. I'll explain what each grade actually means, why grade 4 and grade 5 both get called a 'pass', how the numbers map onto the old letters (and where they genuinely don't), how the boundaries are set each summer, and — the part parents most want — what the grades mean for sixth form and beyond.

Every figure here is grounded in Ofqual and Department for Education guidance, and I've flagged the handful of places where the honest answer is 'it depends on the school'. Where a date or requirement shifts, I've said so.

The 9-1 Scale, From Top to Bottom

Let's start with the simplest possible statement of it. GCSEs in England are graded on a numerical scale where, in Ofqual's own words, "the highest grade is 9, the lowest is 1, and U means ungraded." That scale has been in use since 2017, when it replaced the old A* to G letters. A student with a grade 8 in History and a grade 3 in French has done well in one and poorly in the other — 9 is the top, 1 is the bottom, and U (ungraded) sits below grade 1.

The first thing that trips parents up is that 9 is not simply 'the new A*'. There are more numbers than there used to be letters at the top end. The old system had two top grades, A and A*; the new one has three — 7, 8 and 9 — deliberately spreading the highest-achieving students across a wider range so that a truly exceptional performance can be told apart from a very good one.

One quirk worth knowing early: Combined Science (the double award) is reported as a paired grade rather than a single number. The two grades can be equal or one apart — so you'll see results like 9-9, 9-8, 8-8 or 8-7. That's not a mistake on the slip; it's how the double award is designed to work, giving a grade worth two GCSEs across all three sciences. If your child took the separate sciences instead, they'll have three individual grades, one each in Biology, Chemistry and Physics.

The quick version: 9 is the highest grade, 1 the lowest, U means ungraded, and it's been the system since 2017. There are three top grades (7, 8, 9) where the old scale had two (A, A*).

Grade 4 vs Grade 5: What 'Pass' Actually Means

This is where most of the genuine confusion lives, because there are two 'passes' — and they come from the Department for Education, not from the exam regulator. The distinction matters, so I'll be precise about it.

A grade 4 and above is what the DfE calls a 'standard pass'. In the DfE's parent factsheet, a grade 4 or above "marks a similar achievement to the old grade C or above". This is the pass most families have in mind — it's the practical threshold that means a student has reached a solid level in the subject, and it's the one that matters for the post-16 rules we'll come to shortly.

A grade 5 and above is what the DfE calls a 'strong pass'. This is the tougher benchmark, and it's the one the DfE uses as the headline measure when it reports school performance in English and maths. So when you read that a school's 'Grade 5+ in English and maths' figure is such-and-such, that's the strong pass being counted. It sits, roughly, between an old high C and a low B.

Two important caveats. First, neither the term 'standard pass' nor 'strong pass' comes from Ofqual, the regulator — both are DfE terminology, and you won't find them on Ofqual's own grade-scale explainer. Second, in everyday life 'a pass' almost always means grade 4. If a college or job advert asks for 'a pass in English and maths', they usually mean grade 4 — but it's always worth checking, because a minority specify grade 5.

  • Grade 4 = 'standard pass' (DfE). A similar achievement to the old grade C or above. The practical, everyday 'pass'.
  • Grade 5 = 'strong pass' (DfE). The tougher benchmark, used to report school performance in English and maths. Roughly a high C to a low B.
  • Both labels are the DfE's, not Ofqual's. The regulator's scale explainer defines neither term — so it's DfE accountability language, not a formal grade definition.

How the 9-1 Grades Compare to the Old A*-G

Parents who sat GCSEs themselves naturally want a translation table — 9 equals this, 8 equals that. I understand the instinct, but I have to be honest: a clean one-to-one conversion doesn't exist, and anyone offering you one is smoothing over the truth. The new scale was designed with more grades than the old one, so most numbers don't have a single letter equivalent.

What does exist is three formally aligned anchor points, confirmed by Ofqual. These are the only places where old and new are officially pegged together:

Everything between those anchors is, at best, an approximation. A grade 5, for instance, straddles the top of the old C and the bottom of the old B — which is exactly why the DfE calls it a 'strong pass' rather than mapping it to a single letter. The safest way to think about it: the anchor points are solid ground, and the spaces in between are a reasonable guess, not a precise conversion. When comparing your own results to your child's, use the three anchors and resist the urge to over-translate the rest.

The scales are not interchangeable. Only three points are formally aligned — bottom of 7 to bottom of A, bottom of 4 to bottom of C, bottom of 1 to bottom of G. Treat everything in between as an approximation.

How Grade Boundaries Are Set (and Why They Move)

Every summer, someone tells me the exams 'must have been marked harder this year'. It's worth understanding how boundaries actually work, because the reality is more reassuring than the rumour.

Boundaries are set using an approach called 'comparable outcomes'. The principle, in the government's own words, is that "the standard of work at each grade boundary needs to be comparable to the previous year, so that it is no harder or easier to get any particular grade from one year to the next." In other words, the system is explicitly designed so your child isn't disadvantaged by sitting the exam in a tougher year.

How is that achieved in practice? It's a combination of two things. Statistical data — including what a cohort achieved at earlier stages — helps identify roughly where the boundaries should fall and whether students found this year's paper harder or easier than last year's. Then senior examiners scrutinise samples of real student work sitting around those potential boundaries, checking the standard by eye before the marks are finalised. Crucially, all of this happens after marking is complete: grades are only allocated once every paper has been marked.

This also explains why boundaries move year to year, which unsettles a lot of families. If a paper is easier than in previous years, the boundary for a given grade goes up; if it's harder, the boundary comes down. That movement is the system working, not failing — it's precisely how a harder paper is prevented from producing lower grades. And, importantly, there are no quotas: there is no cap on how many students can achieve any particular grade, and nobody is 'marked down' to fit a curve. If a whole cohort genuinely performs better, more of them can get top grades.

  • 'Comparable outcomes' is the guiding rule. A grade should be no harder or easier to achieve than the year before, or with a different exam board.
  • Statistics plus examiner judgement. Data flags where boundaries might fall; senior examiners then check real scripts around those points before finalising.
  • Boundaries move with paper difficulty. Easier paper, higher boundary; harder paper, lower boundary. That's the mechanism that protects students from an unlucky year.
  • No quotas, no cap. There's no limit on how many students can get each grade, and nobody is marked down to fit a curve.

What Makes a Grade 9 Special

The grade 9 deserves its own moment, because it's genuinely different from everything below it — and it's the grade parents most often misunderstand. In the DfE's words, "grade 9 is the highest grade and will be awarded to fewer students than the old A*." It was deliberately designed to identify the very strongest performances.

There's even a formula behind it. When the reform began, Ofqual set grade 9 using the rule: the percentage of grade-7-and-above students who get a grade 9 equals 7% plus half the percentage of students awarded grade 7 and above. The upshot, across all subjects, is that roughly 20% of students achieving grade 7 or above go on to get a grade 9. That figure is a design intention from the early years of the reform, not a guarantee — the actual percentage varies by subject and from year to year — so treat 'around 20%' as a useful rule of thumb rather than a fixed law.

The practical takeaway for parents: a grade 9 is exceptional and rare by design, and no student should feel they've fallen short for 'only' getting an 8 or a 7. Those are outstanding grades that keep every door open. A 9 is a lovely thing to celebrate, but it was never meant to be the ordinary target for a strong student.

What GCSE Grades Mean for Sixth Form and Beyond

This is the part that matters most, because GCSE grades aren't the finish line — they're the key to what comes next. There are two separate things going on here: a firm legal rule, and a set of softer entry expectations.

The firm rule concerns English and maths. Under the government's 16-19 condition of funding, a student aged 16 to 18 (and up to 25 with an EHC plan) who doesn't hold a grade 4 in English and/or maths must continue studying that subject post-16. The detail depends on the grade: a full-time student on a grade 3 studies towards the GCSE itself, because they're closest to a grade 4, while a student on grade 2 or below may study towards the GCSE or a Functional Skills Level 2 qualification instead, with approved stepping stones along the way. This isn't a punishment — it's a recognition that English and maths matter enough to keep working at.

The softer part is sixth-form and college entry, and here I have to be careful, because there is no national rule. As a broad pattern, sixth forms and colleges typically ask for around five GCSEs at grade 4 or above, often including English and maths, with higher subject-specific requirements for particular A-levels — commonly a grade 5, 6 or 7 in the relevant subject. STEM A-levels frequently want a grade 6 in the related GCSE science or maths. But every school and college sets and varies its own bar, so please treat these as typical figures, not thresholds, and check your target school's published requirements directly.

The same 'typically, but check' rule applies to the other post-16 routes. T Levels and many Level 3 college courses usually ask for around five GCSEs at grade 4+ including English and maths, and advanced (Level 3) apprenticeships require Level 2 English and maths — which can be a GCSE grade 4 or a Functional Skills Level 2, sometimes completed during the apprenticeship itself. Again, exact criteria vary by provider, so the published entry requirements of the specific course are the only reliable source.   • The legal rule (English & maths). No grade 4 means the subject continues post-16 as a condition of funding for 16-18s. Grade 3 works towards GCSE; grade 2 or below may take GCSE or Functional Skills Level 2.
  • Sixth-form entry (typical, not fixed). Around five GCSEs at grade 4+, often including English and maths, with grade 5/6/7 for specific A-levels. STEM A-levels often want a grade 6 in the relevant science or maths.
  • Other routes. T Levels and Level 3 courses typically want ~5 GCSEs at 4+ including English and maths; Level 3 apprenticeships need Level 2 English and maths (grade 4 or Functional Skills).
  • The golden rule. Entry requirements are set school by school. Always check your specific target's published requirements rather than trusting a general figure.

Where a Tutor Makes the Difference

Understanding the grades is one thing; reaching them is another. Most of the students I work with across Oxford aren't chasing a grade 9 — they're trying to cross a specific line that matters to them. A grade 4 in maths to lift the post-16 requirement. A grade 6 in a science to meet a sixth-form condition for A-level. That scraped 5 turned into a comfortable 6 so an offer feels safe rather than borderline.
